End of Service Calculator for Government Employees in Saudi Arabia (2026)

Quick answer: A Saudi government (civil service) employee gets an end-of-service award of 6 months' salary when service ends at the retirement age, for medical unfitness, on death, or under Article 16 of the regulation, and 4 months' salary on early retirement. This comes from Article 53 of the Financial Rights and Benefits Regulation. It does not depend on years of service, unlike the private sector.

How much end of service does a government employee get?

How service endedEnd-of-service award
Reaching the statutory retirement age6 months' salary
Retired for medical unfitness (incapacity)6 months' salary
Death of the employee6 months' salary (paid to the heirs)
Service ended under Article 16 of the regulation6 months' salary
Early retirement4 months' salary

The cases cannot be combined: you get one award, not 6 + 4. Article 53 also says the award must not be lower than the end-of-service award in a specialized job regulation, where one applies to you.

How to calculate end of service for a government employee

Award = monthly salary × 6 (or × 4 for early retirement)

  • Years of service do not change the number of months. 10 years and 35 years both give 6 months at retirement age.
  • Article 53 says "salaries" (رواتب) without defining which pay items count. Many agencies use the last basic salary. Confirm the exact basis with your HR department.
  • The award is separate from your pension and from compensation for unused leave.

Worked examples

Example 1: retirement at the statutory age. Monthly salary 12,000 SAR.

  1. 12,000 × 6 = 72,000 SAR

Example 2: early retirement. Same salary of 12,000 SAR.

  1. 12,000 × 4 = 48,000 SAR

Example 3: compared with the private sector. A private-sector worker on 12,000 SAR with 20 years of service would get (5 × 0.5 + 15 × 1) × 12,000 = 210,000 SAR under Article 84. The two systems are completely different, so do not use the private-sector formula for a government job.

Does a government employee get end of service after resignation?

Resignation is not one of the cases listed in Article 53. So the 6-month or 4-month award is not paid simply because you resigned. You still keep other rights, such as any pension or retirement entitlement from GOSI and compensation for leave where the rules allow it. Ask your HR department for your exact case.

The 16% rule: agencies being transformed or privatized

If your agency is covered by a transformation or privatization decision, special rules published in Umm Al-Qura apply (Articles 5, 7, 14 and 16). Eligible employees get an award of 16% of basic salary for each year of service, capped at 4 basic salaries or the end-of-service award under their own system, whichever is greater.

  • Example: basic salary 10,000 SAR and 8 years: 0.16 × 10,000 × 8 = 12,800 SAR.
  • The cap of 4 salaries (40,000 SAR here) is reached at 25 years of service.
  • This rule applies only to employees of sectors named in a transformation or privatization decision, not to every government employee.

Who is not covered by these rules?

  • Private-sector workers (including Saudis in private companies): Labor Law Articles 84 and 85. See how to calculate end of service.
  • Military personnel follow the military service and retirement systems, which have their own rules.
  • Domestic workers have a separate regulation.
  • Employees on a specialized job regulation (for example some teaching or health job categories) should check that regulation too, since Article 53 guarantees they get at least its award.

Frequently asked questions

How many months of salary does a government employee get at retirement?

Six months' salary at the statutory retirement age, for medical unfitness, on death or under Article 16 of the regulation. Early retirement gives four months.

Do years of service change the government end-of-service award?

No. Under Article 53 the award is a fixed number of months' salary. Years of service matter for the pension, not for this award.

Is the government award calculated on basic salary?

Article 53 says "salaries" without defining it. Many agencies use the last basic salary. Confirm the basis with your HR department.

Do I get end of service if I resign from a government job?

Resignation is not listed in Article 53, so the 6-month or 4-month award is not paid for resignation alone. Pension and leave rights are separate.

Does the 16% rule apply to all government employees?

No. It applies only to employees of agencies covered by a transformation or privatization decision under the Umm Al-Qura rules.

Do these rules cover military end of service?

No. Military end of service follows the military service and retirement systems, which are separate from the civil service Financial Rights and Benefits Regulation.

What end of service do teachers in government schools get?

A teacher in a government school is a government employee, so Article 53 applies (6 or 4 months). Also check the teaching job regulation, because Article 53 guarantees at least its award. Teachers in private schools follow the Labor Law.
